Importing Your Pet to Saudi Arabia
Strict to importSaudi Arabia has detailed pet import rules administered by MEWA (Ministry of Environment, Water and Agriculture). An import permit is required before bringing any pet into the Kingdom. The permit process can take several weeks, so start early.
Dogs and cats must be microchipped (ISO 15-digit), vaccinated against rabies and other diseases (including distemper, parvovirus, hepatitis for dogs, and cat flu vaccinations), and accompanied by an official health certificate endorsed by the origin country’s authority.
Saudi Arabia also has restrictions on certain breeds. Bull breeds and large working dogs are often restricted. Some breeds are outright prohibited. Check with MEWA or a specialist agent for the current breed restriction list before making any travel arrangements.

Import permit and documentation process
The import permit must be obtained from MEWA before your pet travels. Applications can be submitted online through the MEWA portal. Required documents include: microchip certificate, rabies vaccination record, other required vaccination records, health certificate from a licensed vet endorsed by the national authority, and sometimes an apostille.
Processing time varies. Allow at least 3-4 weeks. Once the permit is issued, it has a validity period. Travel must occur within this window. Some people find it helpful to use a specialist Saudi Arabia pet import agent who knows the current requirements.
Quarantine and breed restrictions
Saudi Arabia does not have routine quarantine for pets arriving with complete documentation. However, pets arriving with missing or incorrect paperwork may be detained at the port of entry.
Breed restrictions in Saudi Arabia include many bull-type breeds, certain large guard breeds, and dogs perceived as aggressive. The list is enforced at the border. If your breed might fall under any restricted category, get written confirmation from MEWA before booking flights. Some breeds have been refused entry despite having full paperwork because the breed restriction was overlooked.
