Importing Your Pet to Romania
Moderate to importRomania is an EU member state following the EU Pet Travel Scheme. ANSVSA (Autoritatea Nationala Sanitara Veterinara si pentru Siguranta Alimentelor) administers import controls. EU/EFTA pets use EU Pet Passports. Non-EU pets need an AHC endorsed by the origin country’s official vet authority.
Romania shares borders with Ukraine and Moldova and has become a route into the EU for people and pets displaced from conflict zones. The ANSVSA has set up pragmatic procedures for these specific circumstances. For standard pet moves, the process follows normal EU rules.
Bucharest Henri Coanda Airport is the main international pet entry point for Romania and has official veterinary inspection facilities.

Microchip
Required (ISO 11784/11785). Before or on same day as first rabies vaccination
Rabies Vaccination
Required. Minimum age: 12 weeks. 21-day wait after vaccination before travel
Titre Test
Required for: Pets from non-listed countries. Not required for: EU/listed countries. Minimum: 0.5 IU/ml. 90-day wait from test date before entry
Quarantine
No routine quarantine for compliant pets
Import Permit
Not required
Health Certificate
Required. EU Pet Passport or AHC. Issued by: Official vet. Valid for 10 days from issue
Breed Restrictions
Pit Bull Terrier, Romanian Carpathian Shepherd Dog (in urban areas, regulated not banned)
Standard EU rules for pets entering Romania
For pets from EU/EEA countries, a valid EU Pet Passport is all that is needed. The passport must show a current rabies vaccination and ISO microchip. For dogs from certain origins, tapeworm treatment may be required within 1-5 days of entry.
For pets from non-EU countries, an AHC is required. From the UK: APHA-endorsed AHC. From the US: USDA APHIS-endorsed health certificate. The certificate must be issued within 10 days of travel for most origins.
