Cambodia is one of Southeast Asia’s easier pet destinations on paper and easier still in practice. A personal pet arriving with its owner needs no import permit: the permit requirement attaches to commercial imports and manifest-cargo shipments, arranged through the General Directorate of Animal Health and Production (GDAHP), which also expects advance notice of cargo arrivals.

The document set is brief. Rabies vaccination between 30 days and 12 months old (three-year vaccines count only for their first year), DHLPP for dogs or FVRCP for cats at least 21 days out, an ISO microchip, and a government-endorsed health certificate issued shortly before travel. No titre test for pets from most countries, and no formal quarantine: arrivals are inspected and released.

Rules versus reality at Phnom Penh

Expat reports from Phnom Penh arrivals describe a light touch: chips sometimes go unscanned, paperwork sometimes unchecked, and an arrival fee of around 20 US dollars, often waived. Enjoy the easy landing if you get one, but treat those stories as anecdotes rather than policy. The rules above exist in law, enforcement can tighten without notice, and the penalty for a non-compliant animal is holding or return at the owner’s expense. Carry the full file and be present at customs clearance.

Getting there with the pet

Carrier choice does most of the work on Cambodia routes. From China, the workable option is China Southern’s Guangzhou nonstop with pets as checked baggage at published weight-band fees; China Eastern serves Kunming with a 48-hour application. Low-cost carriers across the region (AirAsia, Spring Airlines) carry no pets at all, and several regional carriers refuse snub-nosed breeds. From Europe or the Gulf, routings typically connect through Bangkok, Singapore or Doha; confirm live-animal acceptance on each leg, not just the first.
