Checklist

What your pet needs

Every item below must be completed and verified before your pet can travel. Expand each category for the detail.

Microchip
Required. 15-digit microchip meeting ISO Standard 11784 or Annex A to ISO Standard 11785, with the certificate and permit both referencing the same number.
Rabies vaccination
Required, at least 30 days before entry. Multi-year rabies vaccines aren't accepted for import purposes, so a pet on Canada's common 3-year vaccine schedule needs a fresh annual-labelled dose before travel if the last one was given more than 12 months ago. Dogs also need current distemper, hepatitis, parvovirus and leptospirosis cover; cats need feline viral rhinotracheitis, calicivirus and panleukopenia cover.
Rabies titre test
Not required. Mozambique doesn't mandate a rabies antibody titre test for pets entering from any country, Canada included, though a test drawn more than 30 days after vaccination is recommended to head off a customs query on arrival.
Quarantine
No quarantine for a pet arriving with compliant paperwork. A non-compliant animal risks quarantine where facilities exist, return to the country of origin, or destruction at the importer's expense, so getting the documents right before departure carries more weight here than on many other routes.
Import permit
Required for every pet dog and cat, issued by DINAV (Direcção Nacional de Veterinária) under Mozambique's Ministry of Agriculture. No fixed processing time is published, so apply well ahead of the CFIA certificate step.
Health certificate
The CFIA-endorsed export certificate, completed within 10 days of travel, is checked against the DINAV import permit and the microchip number on arrival at Maputo International Airport.
Export permit
No standalone export permit for a personal pet. Mozambique's own import rule expects a CFIA-endorsed certificate rather than a vet's signature alone.
Veterinary inspection
A clinical examination by a CFIA-accredited veterinarian, confirming the pet is fit to travel and meets Mozambique's stated health conditions.
Health certificate
A CFIA-accredited vet completes the certificate, then an official CFIA veterinarian endorses it at a booked regional office appointment. CFIA cannot endorse a certificate once the pet has left Canada, so this has to happen before departure. Processing typically runs 2 to 5 business days. The most frequent single-connection option on this route from a Canadian gateway.

Critical points

There is no titre test on this leg, so don't assume the reverse route's stricter reputation applies here. What still matters is the strict 30-day wait after rabies vaccination and the rule against multi-year vaccine products.

The DINAV import permit is compulsory for entry into Mozambique, with no published processing timeline. Start the application before booking flights, not after.

A multi-year rabies vaccine record isn't accepted for import. Check the product label on your pet's last vaccination before relying on it; a Canadian 3-year vaccine may need a fresh annual-labelled dose.

A pet arriving without compliant paperwork faces quarantine where facilities exist, return to Canada, or destruction at the owner's cost. This is a harder consequence than a routine documentation delay.

What Mozambique requires

The path into Mozambique is straightforward to follow once you know the steps. Give the time-sensitive items priority and check the details below.

Avoiding the common mistakes

If this is your first international move, consider an IPATA-registered pet transport agent. They handle the documents, airline booking and crate sizing, and can troubleshoot problems.

Get your pet used to the travel crate weeks in advance. A calm, crate-familiar animal travels far better than one meeting the crate for the first time at the airport.

Confirm live animal acceptance on every flight segment before booking. Not all aircraft or connections take pets, and cargo terms can differ leg to leg.

Keep every original document together and take copies. Border officials want originals, and a missing signature or date can hold up clearance.

FAQ

Common questions

No. Mozambique doesn’t require a titre test from any country of origin, including Canada. A test is recommended to reduce the risk of a customs query, but it isn’t a legal requirement.
DINAV, Mozambique’s Direcção Nacional de Veterinária, issues a compulsory import permit for every pet dog and cat entering the country. No fixed processing time is published, so it’s the step to start earliest, ideally before booking flights.
Not for import purposes. Mozambique’s published requirements state multi-year rabies vaccines aren’t accepted, so the record needs to show an annual-labelled dose given at least 30 days before travel. Check the product label on your pet’s last vaccination before booking.
Ethiopian Airlines via Addis Ababa, TAP Air Portugal via Lisbon, and Qatar Airways via Doha all fly nonstop from Toronto and offer cabin and hold or cargo pet handling. Book once the DINAV import permit application is confirmed in progress.
A non-compliant pet risks quarantine where facilities exist, return to Canada, or, in the worst case, destruction at the owner’s expense. Getting the DINAV permit and CFIA-endorsed certificate right before departure is worth the extra lead time.
