Malaysia treats a pet from Cambodia as non-scheduled: at least seven days in quarantine, extendable up to six months. It must travel as cargo and, if quarantined, land only at KLIA, Penang or Padang Besar. Cambodia publishes no pet export page we could find, so ask the DAHP office in Phnom Penh what it will certify.

Malaysia sorts countries into 5 groups, and Cambodia falls in “Non-scheduled countries”.

Rabies vaccination before export; at least 7 days' quarantine on arrival. Official source

These rules apply to that group, on top of the rules every pet follows:

  • Other vaccines and tests: Core vaccinations (other than rabies), as recommended by a licensed veterinarian, within 12 months before export (scheduled-country regulation clause 3.4; the same clause is 3.5 in the non-scheduled regulation; the Australia protocol requires other core vaccines as a complete course). Applies to dogs and cats from scheduled and non-scheduled countries.

FAQ

Common questions

Yes, the non-scheduled protocol places the animal in quarantine on arrival for at least seven days. The period can be extended up to six months where deemed necessary, based on a risk assessment.
DVS's FAQ page, last updated in 2018, says pets may be imported only as cargo and declared to the Animal Quarantine Officer.
It must be issued by a competent veterinary officer of the exporting country's government veterinary authority. The protocol's wording includes a statement that no case of rabies had been reported in the exporting country during a six month period. All documents must be in Malay or English.
A pet that needs quarantine may land only at KLIA, Penang or Padang Besar. The pet must land at the entry point named on its import permit. Animals must be carried direct to the prescribed landing place or another Malaysian airport.
Cambodia's National Trade Repository says all certificates are issued by the DAHP office in Phnom Penh. That page covers livestock and animal products and does not mention pets, so confirm with the office before you book.
