Chihuahuas are the smallest recognised dog breed and one of the most practical to fly internationally - on the right airline. At 1.5 to 3 kg, they qualify for in-cabin travel on virtually every airline that allows cabin pets, removing the need for cargo entirely.
No country bans Chihuahuas. No airline singles them out for restrictions. The only complications come from airlines that do not allow any cabin pets (British Airways is the main UK example) and destination countries with strict import requirements.
Australia and New Zealand require a titre test and quarantine regardless of dog size. Japan requires a titre test and 180-day waiting period. For most other destinations, the process is a microchip check, a current rabies vaccination, and a health certificate.
