The Belgian Malinois is a working breed with no universal breed ban, but it appears on restricted-breed lists in a small number of jurisdictions, particularly those with broad ‘dangerous dog’ legislation that classifies high-drive working breeds.
Most major destination countries do not ban Belgian Malinois. The UK, USA (no federal ban), Australia, Canada, Germany, and France all accept them under standard import rules. Airline-side, no major carrier imposes a Malinois-specific cargo ban. The breed travels as standard large-dog cargo. The one practical note: Malinois are high-energy, high-drive working dogs.
