Canada banned Belarusian-linked aircraft from its own airspace in March 2022, separately from the EU and UK's May 2021 ban that followed the forced landing of Ryanair Flight 4978. Canada's ban, announced by Transport Minister Omar Alghabra, responded to Belarus's support for Russia's invasion of Ukraine and covers Russian-linked aircraft too. Both bans remain 'until further notice', and neither has been reported lifted; either way, no scheduled flight touches Minsk from any of these three jurisdictions.
Every pet move starts on the road, into Poland or Lithuania, before any flight to Canada is possible. Build in a genuine buffer for the overland leg, since border crossing times at Belarus's EU frontiers vary with the wider security situation.
A dog younger than 7 months that has lived in or transited Belarus within the past 6 months cannot currently meet CFIA's minimum age rule for high-risk-country entry. There's no exception for puppies.
Entry from a high-risk country is restricted to Toronto Pearson, Montreal Trudeau, Vancouver, Calgary or Halifax. A well-documented dog still can't clear at a non-designated airport.
