Singapore entry requirements

Every item below must be in place before your pet can enter. We verify and track each one.

Microchip

ISO 11784/11785 chip required, fitted before the rabies vaccination.

Rabies vaccination

Required before export. Because Azerbaijan is Schedule III, AVS also revaccinates the pet against rabies on arrival regardless of the Azerbaijani record.

Rabies titre test

WOAH-prescribed rabies neutralising antibody test, minimum 0.5 IU/ml, blood drawn at least 28 days after vaccination, at a WOAH reference laboratory or one in a Schedule I or II country. Azerbaijan has no laboratory of its own on that list, so the sample ships abroad. The result is valid for export between 90 days and 12 months after the draw.

Quarantine

Minimum 30 days at the Animal Quarantine Centre (AQC). Current rates (1 December 2025 to 30 November 2026): SGD 26 a day fan-cooled, SGD 35 a day air-conditioned, plus a SGD 75 transfer fee.

Import permit

AVS import licence via GoBusiness Licensing Portal. Fee SGD 50 standard, SGD 100 express.

Health certificate

State Veterinary Service-endorsed certificate in AVS format. Mandatory AVS-recognised pet agent for CAPQ clearance from 1 April 2026.

Leaving Azerbaijan

Export documentation from Azerbaijan's State Veterinary Service, under the Ministry of Agriculture. No separate export permit beyond the endorsed health certificate.

Singapore has a detailed set of import rules, and each one needs to be satisfied before travel. None of it is unusual, but the order and timing are what catch people out.

What experienced owners do

Get your pet used to the travel crate weeks in advance. A calm, crate-familiar animal travels far better than one meeting the crate for the first time at the airport.

Confirm live animal acceptance on every flight segment before booking. Not all aircraft or connections take pets, and cargo terms can differ leg to leg.

Keep every original document together and take copies. Border officials want originals, and a missing signature or date can hold up clearance.

Work backwards from your travel date and add a buffer. Fixed waiting periods mean a single slipped appointment can push the whole move back by weeks.
