Overview
The Netherlands and Azerbaijan share no simplified pet travel agreement. The EU unlisted process applies in full: FAVN titre test, 90-day mandatory wait, State Vet-endorsed EU health certificate. Schiphol is a practical, well-organised entry point for live animal cargo with dedicated NVWA inspection facilities. Turkish Airlines via Istanbul is the standard Baku routing.

Starting the 90-day clock as early as possible

The 90-day wait is the longest fixed element of this route and the one that requires forward planning. It starts on the day blood is drawn for the titre test, not when the result comes back. That means you can draw blood now, get the result two to three weeks later, and the 90-day clock is already running. You do not need to have a firm travel date before drawing blood.

Many owners moving from Baku to the Netherlands wait too long before starting the titre process. They get the result, then realise the 90-day wait still needs to run. Starting the blood draw within a day or two of deciding to move is the correct approach. The result is valid indefinitely provided vaccination coverage does not lapse.

Netherlands and the NVWA inspection at Schiphol

The NVWA is the Dutch authority for food and consumer product safety, and it handles animal import inspections at Schiphol. The Animal Hotel at Schiphol is where cargo pets are held during inspection. For a pet with a complete EU-format health certificate, a passing titre result, current vaccination, and a matching microchip, the inspection is brief.

The NVWA check is the same regardless of whether you entered on a Turkish Airlines flight from Istanbul or an Air France connection from Paris. What matters is the documentation, not the routing. Confirm that your transport agent has coordinated document pre-notification with Schiphol if possible, as this can reduce the time your pet spends in the Animal Hotel.

FAQ

Common questions

No. The EU unlisted country process is uniform across all EU member states. Whether you are going to the Netherlands, Germany, Italy, or France, the FAVN test, 90-day wait, and EU health certificate requirements are the same. The inspecting authority differs (NVWA for the Netherlands, DGAL for France, etc.) but the underlying rules are identical.
Yes. The owner or an authorised representative can collect the pet at Schiphol after the NVWA inspection is complete. Your transport agent coordinates this with the cargo handler and the Animal Hotel. Bring identification and the documentation relevant to the import.
Yes. The FAVN titre test requirement and 90-day wait apply to both dogs and cats entering the EU from unlisted countries, including Azerbaijan. The process is the same for both species.
