Critical points to read before you book
All pet cargo from non-EU origins entering Finland must clear at Helsinki Vantaa Airport (HEL). No other Finnish airport handles this clearance. Confirm in writing with your carrier that HEL is the final destination and that the border inspection post there will process your pet's entry.
Azerbaijan is EU unlisted. The SAQV's veterinary system is respected internationally but does not grant any exemption from EU unlisted country import requirements. The FAVN titre test and 90-day wait apply in full.
Ruokavirasto's country-specific online tool at ruokavirasto.fi/en allows you to look up current requirements for Azerbaijan before starting your preparation. Always verify against official sources rather than third-party summaries.
The 90-day wait is from the blood draw date, not the results date. Processing time at the lab (2-4 weeks) is part of the wait period, not added to it.

Carriers approved for this route
Not all airlines accept live animals on this route. We know which carriers to use and how to book.
TURKISH
Turkish Airlines
GYD (Baku) to IST (Istanbul), then IST to HEL (Helsinki Vantaa). Turkish Airlines Cargo accepts live animals at IST. The IST-HEL route is established. This is the most practical cargo routing from Baku to Helsinki.
Cargo Only
FINNAIR
Finnair
Helsinki is Finnair's home hub. Finnair does not fly from Baku but may handle the final leg from a European hub into HEL. Check Finnair Cargo's live animal acceptance at the HEL end.
Cargo Only
LUFTHANSA
Lufthansa
Via FRA (Frankfurt) Animal Lounge, then FRA to HEL. Good intermediate live animal care at Frankfurt. Connections from Baku to FRA via partner carriers.
Cargo Only
AUSTRIAN
Austrian Airlines
Via VIE (Vienna), then VIE to HEL. Austrian Airlines serves Baku from VIE and handles cargo. Vienna airport has live animal facilities. A viable alternative to the IST or FRA routings.
Cargo Only
The restricted entry point rule and why it matters for Baku cargo
Finland’s Ruokavirasto restricts the entry of pets from non-EU countries to two border inspection posts: Helsinki Vantaa Airport and the Vaalimaa land crossing on the Russian border. This is not a rule unique to Azerbaijan; it applies to all non-EU origin pets.
For cargo from Baku, the implication is clear: your routing must terminate at HEL. The most practical way to achieve this from Baku is via Istanbul with Turkish Airlines Cargo, which operates services to HEL and accepts live animal cargo at IST. Vienna (Austrian Airlines) and Frankfurt (Lufthansa) are alternative hub options with services into Helsinki.
When confirming the cargo booking, ask the cargo agent explicitly: “Will the pet clear Finnish border inspection at Helsinki Vantaa?” and get the answer in writing. Cargo itineraries can be complex and the final entry designation must be HEL, not a domestic Finnish leg after entry via another point.
The SAQV endorsement process in Baku
Azerbaijan’s State Veterinary Service (SAQV) is the competent authority for signing off on the official health certificate needed for the move to Finland. The process involves two steps: an authorised vet in Azerbaijan issues the certificate, and then SAQV officially endorses it with a stamp and signature.
The health certificate is only valid for 10 days from issuance, so this paperwork step must happen close to your departure date. Schedule the vet appointment and SAQV endorsement appointment in the final 10 days before travel, ideally 3-7 days before departure to allow a small buffer.
Experienced vets in Baku who handle international pet moves are familiar with this process. If your regular vet has not issued EU-format health certificates before, ask your transport agent to recommend one who has.
FAQ
Common questions about Azerbaijan to Finland pet transport
No. For non-EU origin pets, Finnish law restricts entry to Helsinki Vantaa Airport or the Vaalimaa land crossing. Secondary Finnish airports do not have approved border inspection posts for live animal arrivals from third countries. All cargo must go to HEL for clearance, even if your final destination is Tampere, Turku, or another Finnish city.
Ruokavirasto’s website (ruokavirasto.fi/en) includes an interactive tool that lets you select your country of origin and pet type to generate the specific import requirements. For Azerbaijan, this will confirm the FAVN titre test requirement, the 90-day wait, and the health certificate format. It is a reliable, official source and worth checking before you begin your preparation in case any requirements have been updated since your research was done.
Yes. The EU Regulation 2020/692 threshold is a minimum of 0.5 IU/ml, and a result of exactly 0.5 IU/ml is compliant. The certificate from the approved laboratory will state this number. Ruokavirasto border vets accept results at or above the threshold. A result below 0.5 IU/ml means the test failed and the process must be restarted with re-vaccination followed by a new blood draw after at least 30 days.
