Can pets travel directly from Azerbaijan to Australia?
No. Azerbaijan is a non-approved country under Australia’s DAFF pet import framework. DAFF does not accept direct pet imports from non-approved countries, and the import permit application system (BICON) will not process a permit for direct Azerbaijan-to-Australia travel.
Australia’s system groups countries by biosecurity risk. Group 2 (UK, Ireland, Japan, Singapore, and others) and Group 3 (USA, Canada, most of Western Europe) are approved, subject to different conditions. Countries outside these groups, including Azerbaijan, Georgia, Armenia, and Kazakhstan, cannot send pets to Australia directly.

The transit process is straightforward in concept: your pet moves from Azerbaijan to an approved country and all remaining Australian import preparation is done from that country.
In practice, the first decision is which transit country to use. The UK (Group 2) is the most popular option for Caucasus-region owners because it removes the 180-day waiting period. Your pet needs to satisfy UK APHA entry requirements (microchip before vaccination, titre test at 0.5 IU/ml, UK wait period), then the Australian preparation, including the DAFF import permit and official health certificate, runs under UK vet authority.
Germany and France (both Group 3) add the 180-day mandatory wait from the titre test blood draw date. This is an additional six months before the Australia-leg can depart. Both countries are well-connected to Melbourne by air, and if your relocation takes you there anyway, the wait is absorbed into your life there rather than treated as extra delay.
AZAL (Azerbaijan Airlines) operates direct services to London and Frankfurt, which is useful for the Baku-to-transit-country leg. Turkish Airlines via Istanbul is the alternative if AZAL does not suit your schedule or cargo requirements. Confirm pet cargo acceptance with AZAL directly before booking, as policies on regional carriers change.
How long does the full process take?
Via the UK (Group 2): allow 15 to 18 months from starting preparation in Azerbaijan to clearing Mickleham quarantine in Melbourne. This assumes the microchip and vaccinations are started promptly, the titre test is drawn soon after the UK APHA requirements are met, and the DAFF permit and quarantine space are secured without delays.
Via Germany or France (Group 3): the mandatory 180-day wait adds roughly six months, giving a realistic total of 21 to 24 months.

What happens at Mickleham quarantine and what does it cost?
Mickleham Post Entry Quarantine Facility in Melbourne, Victoria is where all arriving cats and dogs in Australia spend a mandatory 10 days. It is the only approved quarantine facility in Australia for incoming pets. Your pet must arrive into Melbourne Airport (MEL). If your final destination is Sydney, Brisbane, or Perth, you arrange domestic travel from Melbourne after the 10-day period.
The facility is run by DAFF. Pets are housed individually in climate-controlled accommodation and monitored daily. You cannot visit during the quarantine period, but DAFF staff are accessible by phone.
The cost is paid by the owner. Current rates are approximately AUD 1,600 to AUD 2,400 for 10 days depending on pet size. Confirm current fees when booking, as DAFF reviews these periodically.
