The 30-day rule and why it matters
The most important difference between Austria’s EU vaccination rules and Azerbaijan’s requirements is the minimum gap between the rabies vaccination and arrival. EU countries require 21 days. Azerbaijan requires 30 days.
If your pet was vaccinated within the last 21-30 days of your planned arrival date, it cannot enter Azerbaijan yet. Check the vaccination certificate against your planned travel date before booking anything. If the vaccination has recently expired, you will need to update it and then wait the full 30 days before travel.
For dogs whose vaccinations are current and were given more than 30 days ago, this is not an issue. For cats, the same 30-day rule applies. Plan timing before purchasing flights.
Baku is the only entry point
Azerbaijan specifies that all personal companion pets must arrive through Heydar Aliyev International Airport (GYD) in Baku. There is no approved land border crossing or alternative airport for live animal imports.
This is relevant when planning your routing. If you are considering a road or rail route through Georgia or another neighbouring country, note that your pet cannot legally enter Azerbaijan that way. The Baku airport handles international live animal arrivals routinely, and the veterinary inspection there is a standard documentary check for compliant pets.
Choosing an airline from Vienna to Baku
AZAL (Azerbaijan Airlines) operates a direct route between Vienna and Baku. This is the most straightforward option and avoids a transit hub. AZAL accepts small pets in the cabin on eligible routes and offers cargo service for larger animals; confirm availability directly with the airline.
Turkish Airlines via Istanbul is the alternative commonly used for cargo. Both legs of the Vienna to Istanbul to Baku journey accept live animals in cargo. Turkish Airlines Cargo is well-set-up for this routing and has experience handling Caucasus-bound pet movements.
