The UAE's titre test rule is genuinely different from the EU's: no 90-day wait after the blood draw, only the result and its 365-day validity. Do not plan around the EU timeline; it adds months you don't need here.
The MOCCAE import permit is only valid for 90 days. If your travel date slips past that window, you will need to reapply before the pet can travel.
