Microchip
Required. ISO 11784/11785 standard (15-digit). Must be implanted before or at the same time as the first rabies vaccination.
Rabies vaccination
Required. Current vaccination. Primary vaccination must be given at least 21 days before entry into Finland.
Rabies titre test
Required. Finland is an EU member state. Under EU Regulation 2020/692, pets from unlisted countries including Armenia require a rabies antibody titre test at an EU-approved laboratory. Blood must be drawn at least 30 days after vaccination. Minimum result 0.5 IU/ml. A 90-day wait from the successful blood draw date must pass before entry. Finland's Helsinki-only entry rule for non-EU pets

Most EU countries allow pet cargo to arrive at any major international airport. Finland is different. The Finnish Food Authority (Ruokavirasto) restricts non-commercial pet movements from non-EU countries to two border inspection posts: Helsinki Vantaa Airport and the Vaalimaa land crossing with Russia.

For a pet from Armenia, this means all cargo routing must terminate at HEL. You cannot book a flight from Yerevan to, say, Tampere or Turku with a connection via Helsinki: the pet must be formally cleared at HEL as an approved border inspection post. If your cargo arrives at any other Finnish airport, it cannot be cleared and the animal faces return to origin.

When booking cargo, confirm explicitly with your carrier that HEL is the designated final destination and that live animal clearance will be processed there. Get this in writing. Any ambiguity about the entry point creates risk.

Planning the 90-day wait and cargo booking

The 90-day period from the FAVN blood draw date is the dominant planning constraint for this route. Everything else can be done faster, but this cannot be shortened. Start by working backwards from your target arrival date in Finland.

If you want your pet in Finland by 1 October, the blood must have been drawn and titred at 0.5 IU/ml or above by 2 July at the very latest. In practice, allowing an extra 2-3 weeks for laboratory processing means the blood draw should happen by mid-June. That means the vaccination (which must precede the blood draw by at least 30 days) needs to happen by mid-May. And the microchip must precede the vaccination. So for a 1 October arrival, the chip should be in place by mid-May at the latest, with a small buffer.

During the 90-day wait, secure your live cargo booking from Yerevan to Helsinki. Turkish Airlines via Istanbul is the most practical option. Book early, as summer cargo capacity on Caucasus-to-Scandinavia routes can be limited.

FAQ

Common questions about Armenia to Finland pet transport

No. Ferry arrivals are covered by the Vaalimaa land border exemption, but only for animals coming directly from Russia or travelling within the EU. A pet originally from Armenia that has transited or stopped in another non-EU country cannot use ferry entry. Pets from unlisted origins must enter via the approved HEL or Vaalimaa posts. Confirm with Ruokavirasto if your specific routing involves any intermediate stops.
