Overview
Vienna is one of the best-connected Central European hubs for pets arriving from the Caucasus, with Turkish Airlines and Austrian Airlines cargo both serving the route via Istanbul. The regulatory side takes longer: Armenia is an EU unlisted third country, meaning the full EU unlisted process applies before your pet can enter Austria. The FAVN titre test, the 90-day wait after a successful result, and the SSFS health certificate are all mandatory. Start preparations at least 22 weeks before your planned travel date.
Step by step

The Armenia to Austria process

1
First step. The microchip must precede the rabies vaccination for the vaccination to count under EU rules.
Microchip (ISO 11784/11785) - before any vaccination

Responsible: Veterinarian in Armenia

2
After microchipping. Wait at least 30 days before drawing blood for the FAVN titre test.
Rabies vaccination

Responsible: Veterinarian in Armenia

3
At least 30 days after the rabies vaccination. Blood drawn in Armenia and shipped cold to an EU-approved laboratory (most are in Europe or North America). Results take 2-4 weeks from sample receipt.
FAVN titre test blood draw at EU-approved laboratory

Responsible: Armenian vet and EU-approved laboratory

4
Mandatory under EU Regulation 2020/692. The 90-day clock runs from the blood draw date of the passing test, not from the date you receive results. No exceptions.
90-day wait from successful titre test result

Responsible: N/A (waiting period)

5
During the 90-day wait period. Confirm live animal cargo acceptance with Turkish Airlines or another carrier on the specific route and dates.
Book cargo from Yerevan to Vienna

Responsible: Owner or IPATA-registered agent

6
Within 10 days of travel to Austria. Book the appointment early as SSFS endorsement adds time.
SSFS-endorsed AHC from authorised vet

Responsible: SSFS-authorised vet in Armenia

7
Travel day. EVN to VIE via Istanbul is approximately 5-7 hours total journey time including transit.
Travel Yerevan to Vienna

Responsible: Airline cargo and owner

Critical points

Read before you book

⚠ Microchip before vaccination. If the chip goes in after the rabies jab, the vaccination does not count for EU purposes and you restart the entire process.
⚠ The 90-day wait runs from the blood draw date, not the results date. If results arrive two weeks after the blood draw, you have already used two of your 90 days.
⚠ EU-approved FAVN laboratories are mostly in Europe and North America. Your Armenian vet must draw the blood correctly, store it in the right medium, and ship it cold to the approved lab. Confirm your vet has done this before, or use a specialist agent.
⚠ Austria has strict rules on potentially dangerous dog breeds under the Tierhaltegesetz (Animal Welfare Act) and Bundestierschutzgesetz. Some breeds require registration or face restrictions at the municipality level. Confirm your breed's status in your specific Austrian Bundesland before travel.
Carriers

Airlines on this route

Turkish Airlines
Yerevan Zvartnots (EVN) to Istanbul Ataturk (IST), then IST to Vienna International (VIE). Turkish Airlines is the most consistent option for pet cargo on the EVN-to-Central-Europe corridor. Turkish Airlines Cargo handles live animals. IST-VIE is a short second leg. Temperature embargoes apply in summer. Book through an approved cargo agent.
Cargo Only
Austrian Airlines
Austrian Airlines serves Vienna (VIE) from regional hubs. From Yerevan, the routing is typically via Istanbul or Frankfurt with a partner carrier for the Caucasus leg. Austrian Airlines Cargo at VIE is fully IATA-compliant and familiar with live animal imports. For the Austria leg, Austrian Airlines Cargo is a reliable final carrier.
Cargo Only
Flydubai
Yerevan to Dubai (DXB), then Emirates SkyCargo connections to Vienna. Flydubai operates on the EVN-DXB segment. DXB provides onward options via Emirates. Summer heat embargoes at Dubai may affect scheduling during June to September. Confirm live animal cargo acceptance on specific dates.
Cargo Only
Lufthansa
Via Frankfurt (FRA) to Vienna or direct connections. Lufthansa Cargo at Frankfurt has one of Europe's best live animal facilities (Animal Lounge FRA). For the Caucasus leg, routing is typically via a code-share or partner carrier to FRA first. The Frankfurt Animal Lounge provides temperature-controlled transit holding.

What EU unlisted country status means for your Armenian pet

The EU classifies countries for non-commercial pet movements into listed and unlisted. Listed countries (USA, UK, Canada, Japan, Singapore, and several others) share equivalent rabies control standards with the EU and benefit from simplified entry: no titre test, just a valid health certificate and current vaccination.

Armenia is not on the EU listed country register. Neither is Georgia, Azerbaijan, or Kazakhstan. This classification applies regardless of the individual pet’s health status or vaccination record. It is about the country’s national disease controls, not your pet specifically.

For Austria, this means: microchip first (before any vaccination), then rabies vaccination, wait 30 days, FAVN titre test at an EU-approved laboratory, then a mandatory 90-day wait from the blood draw date. Only after those 90 days have elapsed can your pet travel to Vienna. The regulation is EU Regulation (EU) 2020/692, and it applies uniformly across all 27 EU member states.

Getting the FAVN titre test done from Yerevan

The FAVN test is the step that most people underestimate. EU-approved laboratories for the FAVN test are mostly in Western Europe or North America. From Armenia, this means your vet draws the blood in Yerevan, packs it correctly (typically with sodium azide preservative), and ships it via international courier to the approved lab. Results take 2-4 weeks from sample arrival.

Ask your vet directly whether they have sent samples to EU-approved FAVN laboratories before. If the blood is packed or shipped incorrectly, the sample degrades and you lose 4-6 weeks while waiting for a retest. The AGES (Austria’s food and safety agency) maintains the EU-approved laboratory list, and a current version is on the European Commission’s food safety portal.

If your vet is not familiar with international titre test shipping, contact an IPATA-registered agent in Armenia or the nearest country. They coordinate this regularly and can prevent the most common errors.

FAQ

Common questions

Allow a minimum of 22-28 weeks from starting preparations in Yerevan. The microchipping, vaccination, and titre test sequence takes 6-8 weeks, then the 90-day wait adds another 13 weeks. Booking cargo, getting the SSFS health certificate, and travel logistics add more time. Do not plan around the minimum.
Turkish Airlines via Istanbul is the most consistent option for the Caucasus-to-Vienna corridor. The EVN-IST leg is operated by Turkish Airlines, with the IST-VIE leg connecting at Istanbul’s main hub. Austrian Airlines Cargo at VIE can handle the Austrian end. Confirm live animal cargo acceptance on your specific dates with the cargo agent before booking.
No routine quarantine applies for pets arriving from Armenia with all the required documentation: valid microchip, current rabies vaccination, FAVN titre test showing 0.5 IU/ml or above, and the 90-day wait completed. Austrian border vets carry out document checks on arrival. Penalty quarantine applies if documentation is incomplete or the 90-day wait period has not passed.
No. Armenia’s Comprehensive and Enhanced Partnership Agreement with the EU covers trade and political cooperation but does not change veterinary import classifications for pets. Armenia remains an EU unlisted third country, and the full unlisted process including the FAVN titre test and 90-day wait applies regardless of Armenia’s EU relationship.
