IATA Pet Crate Guide 2026: Sizing, CR82 Rules and What Airlines Actually Reject

Open the IATA Live Animals Regulations looking for “CR82” and you won’t find your dog. Container Requirement 82 governs wolves, jackals, foxes, bobcats and other wild canid and felid species. The rule that actually applies to a family Labrador or a house cat is Container Requirement 1, in the current 52nd edition dated January 2026. Nearly every pet transport blog, including some of ours, uses “CR82” as industry shorthand because the two specifications are close to identical in construction terms. But if a check-in agent or a customs officer ever quotes chapter and verse at you, knowing the real number matters.
That mislabelling is a small thing next to the bigger problem: crates get turned away at airports every week, and it’s rarely because the owner ignored the rules. It’s because the rules get garbled somewhere between the regulation and the pet shop shelf. This guide works from the actual 2026 specification, not the secondhand version.
What an IATA-compliant crate actually is, and why 2026 changes the stakes
An IATA container is a rigid, ventilated, purpose-built box that meets a written performance and construction standard, not a marketing badge. IATA itself is blunt about this in its own documentation: it does not certify, approve, endorse or sell any particular container manufacturer, brand or model. There is no list. Compliance is a match between the physical crate in front of the check-in desk and the specification on paper, judged there and then by whoever is standing behind the counter.
That matters more in 2026 than it did five years ago. Airlines and ground handlers have been tightening enforcement, partly through IATA’s own CEIV Live Animals certification programme, which audits airlines, airports and ground handlers on staff training, facilities and procedure against a fixed checklist. A crate that sailed through check-in on an old dog eighteen months ago, on an older, more relaxed desk, is not a guarantee the same crate clears a stricter one today. Dogs grow, crates degrade, and the person checking the measurements has, in a lot of cases, had more training than the last one did.
The core welfare test in the regulation is simple to state and easy to get wrong in practice: the animal must be able to stand in a natural position with its head extended, sit erect, lie down naturally, and turn around without touching the sides or roof. Everything else in the specification, the sizing formula, the materials, the ventilation percentage, exists to make that one test measurable rather than a judgement call at the gate.
How to actually measure your pet for crate sizing
Skip the size chart on the crate manufacturer’s website until you’ve taken four measurements yourself, with your pet standing in a relaxed, natural position.
- A is the length from the tip of the nose to the base (root) of the tail.
- B is the height from the ground to the elbow joint.
- C is the width across the shoulders or at the widest point of the body, whichever is greater.
- D is the height from the floor to the top of the head or the tip of the ears, whichever is higher, with the animal standing naturally.
From those four numbers, the regulation gives a minimum internal dimension formula:
- Minimum internal length = A + ½B
- Minimum internal width = C × 2
- Minimum internal height (E) = D + bedding depth
A worked example. Say a Labrador measures 75cm nose to tail base (A), 25cm ground to elbow (B), 45cm across the shoulders (C), and 68cm floor to the top of the head standing (D). Minimum internal length works out to 75 + 12.5 = 87.5cm. Minimum internal width is 45 × 2 = 90cm. Minimum internal height is 68cm plus however deep the bedding sits, so call it 71-73cm once bedding is in. Round up to the next commercially available crate size in every dimension; never down, and never to “it looks about right.”
Two details owners consistently miss. First, snub-nosed (brachycephalic) breeds need a container 10% larger than this calculation on every dimension, a rule that sits directly in the sizing guidance itself, not a separate airline add-on. If your dog is a French Bulldog, a Pug, a Persian cat or another flat-faced breed, calculate the standard formula, then add a tenth on top. Second, this formula produces a minimum, not a target. Airlines routinely reject a crate that technically clears the arithmetic but leaves the animal’s ears brushing the roof or its shoulders touching both sides when it turns. Go a size up if the numbers land close to a boundary, particularly for a dog still growing.
If you’re transporting two animals of comparable size together, the width formula changes to C × 3, and to C × 4 for three animals, though this only applies to compatible animals under 14kg each that are used to cohabiting; anything larger travels alone regardless of temperament.
What the construction specification actually requires
This is the part most owners never read past the size chart, and it’s where most rejections actually happen.
Materials. Fibreglass, metal, rigid plastics, welded wire mesh, or solid wood and plywood. Any wood used has to meet International Plant Protection Convention (IPPC) standards, the same timber-treatment rule that governs wooden pallets crossing borders. Welded wire mesh must be at least 2.5mm thick for dogs, 2.0mm for cats. A crate built entirely from mesh, of any kind, doesn’t qualify on its own; the sides need to be solid, with mesh used for ventilation and the door, not as the whole structure.
Sides, floor and roof. Side walls must be solid, with ventilation cut in as prescribed rather than left open. Wooden sides need to be at least 12mm thick for dogs and 6mm for cats; a wooden roof needs 12mm regardless of species. The floor has to be solid and leak-proof, full stop, no ventilation gaps down there.
Openings. Every gap has to be nose and paw proof: a maximum of 25mm by 25mm for dogs, 19mm by 19mm for cats, smaller again if a particular animal can still get a paw through that.
The door. It has to form the whole of one end of the crate, sliding or hinged, built from metal, wood, plywood or sufficiently thick plastic so the animal can’t bend or distort it from inside. Where a door uses locking pins, those pins must engage the frame by at least 1.6cm. This is the detail that catches out a lot of budget crates: the pin looks secure until you measure the actual engagement depth, and it falls short.
Fasteners, and the zip-tie myth. Two-part rigid plastic crates, the kind with a top and bottom half that clip together, must be securely bolted, not just clipped. Plastic clips alone are explicitly ruled out as the sole fastening; metal nuts and bolts through every hole are the recommended standard. Here’s the detail most competitor guides get backwards: cable ties aren’t banned. The regulation actually permits them as an additional fastener at the four corners of the door frame, layered on top of proper hardware, precisely because a bit of extra security doesn’t hurt. What fails a crate is a zip tie doing the primary job a bolt or locking pin is supposed to do. If the only thing between your dog and the runway is a strip of plastic through a hinge hole, that’s the failure, not the zip tie itself.
Ventilation. All four sides need ventilation, adding up to a minimum of 16% of the combined surface area of those four sides. Some airline pages, including a few on this site’s own airline profiles, describe “at least three sides” as the requirement; that’s a simplification worth being precise about, because the written specification is genuinely all four. Ventilation on the sides and back sits in the upper two-thirds of the panel, with extra openings permitted lower down on the front and back. One entire end of the crate, which can be the door itself, has to be welded wire mesh.
Wheels, spacers and weight. If a crate has wheels, they must be removed or rendered inoperable before check-in, no exceptions. Spacer bars are required along both long sides and the back, positioned so other cargo can’t block the ventilation once the crate is loaded. Forklift spacers, a minimum of 5cm high, are mandatory once the combined weight of the crate and animal exceeds 60kg.
Feed, water and labels. A water container has to be fixed inside with a way to top it up from outside, without opening the crate; a screw-on bottle dispenser doesn’t count as this, because it isn’t an open container the animal can access unrestricted. Food isn’t required inside for shorter journeys, but a green “Live Animals” label and “This Way Up” markings on at least two opposite sides are mandatory on every consignment, not a nice-to-have.
Why airlines actually reject crates at check-in
Rejections cluster around a handful of repeat offenders, and almost none of them are exotic.
Size is the single biggest one, and it’s rarely because an owner ignored the formula outright. It’s because a crate bought for a nine-month-old dog is being presented for the same dog eighteen months later, now bigger, in a crate nobody re-measured. The regulation cares about the animal in front of the desk that day, not the animal it was sized for originally.
Fastening comes next. A two-piece plastic crate held together with the wing nuts or plastic clips it shipped with, rather than metal bolts through every hole, is a common and entirely avoidable rejection. So is a door where the locking pin barely reaches the frame, or where a zip tie has been added as the entire closure mechanism instead of a supplement to real hardware.
Wheels not removed is a surprisingly frequent one, particularly on crates originally sold as ground travel carriers repurposed for a flight. Missing or blocked ventilation, especially crates with generous mesh on the front and back but solid, unventilated sides, is another. Missing the affixed water container, or presenting a crate with only a clip-on bottle instead of an open dish, trips up owners who’ve otherwise done everything right.
Then there’s the paperwork on the crate itself: no “Live Animals” label, no “This Way Up” markings, or markings on only one side rather than two opposite ones. It sounds trivial next to structural failures, but it’s a mandatory element the regulation treats the same as ventilation percentage, and ground staff check for it specifically because it’s fast to verify.
Snub-nosed breeds carry an extra layer entirely separate from the crate itself. Beyond the 10%-larger sizing rule, many carriers, Emirates, Qatar Airways and Lufthansa among them, apply their own brachycephalic policies on top of IATA’s baseline, ranging from extra paperwork to outright refusal on certain routes or in warm-weather months regardless of how compliant the crate is. A crate that passes every measurement can still be turned away because the breed itself is embargoed on that flight. How to verify a crate, and what “verified” actually means
There’s no shortcut here, because IATA has deliberately built none. It states plainly that it does not certify, approve, endorse or sell any container manufacturer or model, so “IATA-approved” as a brand claim, rather than a description of a design meeting the written spec, is not a real credential. Treat any seller who leans on that exact phrase as making a claim you still need to check yourself.
What you can verify:
The construction, against the checklist above. Solid sides, correct material thickness, ventilation on all four sides adding to at least 16%, metal fastening at every hole on a two-part crate, a door with pins engaging at least 1.6cm, wheels removed, spacer bars fitted, water container affixed and open-topped.
The sizing, against your own four measurements. Not the crate’s advertised “large dog” label. A generic size band tells you nothing about your specific animal’s A, B, C and D.
The handling operation, via CEIV Live Animals, if you’re choosing between agents or airports. This certification doesn’t touch the crate at all; it audits the airline, airport, ground handler or freight forwarder on staff training and live-animal handling procedure. It’s a legitimate, independently assessed credential, just not one that tells you anything about the box your pet is travelling in.
The manufacturer’s own compliance statement, cross-checked against the sizing formula for your specific pet, rather than accepted at face value. A reputable crate maker will publish the internal dimensions in centimetres or inches, not just a breed-weight band, precisely so you can do this arithmetic yourself before you buy.
If a crate seller can’t or won’t give you exact internal dimensions, that’s the tell. A crate genuinely built to the specification has nothing to hide behind a size label.

FAQs about IATA pet crates
Is my dog’s crate actually covered by CR82, or is that the wrong rule?
Almost certainly the wrong rule, technically. IATA’s current Live Animals Regulations, 52nd edition, January 2026, place domestic dogs and cats under Container Requirement 1. Container Requirement 82 covers wild canid and felid species: wolves, jackals, foxes, bobcats, lynx and similar animals, not a family Labrador. The two specifications share almost identical construction principles, which is why the pet trade uses “CR82” as shorthand, but if you ever open the IATA manual yourself looking for your crate rule, you want Container Requirement 1.
What is the actual formula for sizing an IATA crate?
Measure A (nose to base of tail), B (ground to elbow), C (width across the shoulders or widest point) and D (floor to the top of the head or ear tip, standing naturally). A crate is compliant if it meets the written construction and sizing specification, full stop. Any marketing claim of an “IATA-approved” brand, as opposed to a compliant design, is a phrase IATA itself warns against.

CEIV Live Animals certifies handling operations, not equipment. Airlines, airports, ground handlers and freight forwarders go through a multi-day audit against a checklist covering staff training, facilities and procedures for live animal cargo. It tells you whether the people and processes moving your pet through a hub have been independently assessed, not whether a specific crate model is legitimate.
How many sides of the crate actually need ventilation?
All four. Some airline websites and older guides say three sides, but the current IATA specification requires ventilation on all four sides of the container, adding up to at least 16% of the total surface area of those four sides combined, concentrated in the upper two-thirds of the side and back panels. A crate ventilated on three sides only, however generous the holes, does not meet the written minimum.
Measure your pet properly, buy a size that clears the arithmetic with room to spare, and check the fastening hardware yourself before you’re standing at a check-in desk finding out the hard way. That’s most of what separates a crate that flies from one that doesn’t.
