Why Japan Is Different

The Timeline (Minimum 7 Months)

Month 1:

  • Implant microchip (ISO 11784/11785 standard)
  • Give primary rabies vaccination (must be at least 91 days before titre test)

Month 1 or 2:

  • Give second rabies vaccination (at least 30 days after first, but before titre test)

Month 3:

  • Blood draw for rabies antibody titre test (FAVN test)
  • Blood must be sent to an USDA-approved laboratory
  • Titre result must show 0.5 IU/mL or higher

Day of blood draw:

  • 180-day wait begins – your pet cannot enter Japan until 180 days after this blood draw

2 months before travel:

  • Submit Advance Notification form to Japan Animal Quarantine Service (AQS) – minimum 40 days notice required, but earlier is better

Up to 10 days before travel:

  • Official US Health Certificate issued by an accredited vet and endorsed by USDA APHIS

The Health Certificate

Your US vet prepares the health certificate. It must then be endorsed by USDA APHIS (either the National Veterinary Accreditation Program or the relevant APHIS Veterinary Services office). Allow 10 to 14 working days for APHIS endorsement.

Arrival in Japan

Pets arrive at Narita (NRT) or Kansai (KIX) airports, which have Animal Quarantine Service facilities. On arrival, AQS inspectors check every date and every number. Common errors that trigger extended quarantine include:

  • Microchip number mismatch (even a single digit)
  • Titre test done before the second vaccination
  • Blood draw date that creates a 180-day window that expires after intended travel date
  • Missing USDA endorsement
