Pet Transport from Singapore to Australia: DAFF Rules and What to Prepare
Moving a pet from Singapore to Australia is one of the more involved routes in Southeast Asia. Australia’s biosecurity rules are among the strictest in the world, and even though Singapore is a listed country, the process is rigorous. Allow at least 6 to 8 months for preparation.
Australia’s biosecurity framework
Australia operates a strict live animal import system managed by the Department of Agriculture, Fisheries and Forestry (DAFF). Singapore is classified as an approved country, which means the full quarantine pathway applies: microchip, vaccinations, titre test, pre-export isolation, and 10-day post-arrival quarantine.
Step 1: Microchip
ISO 11784/11785 microchip must be fitted by an accredited vet in Singapore. This must be done before rabies vaccination.
Step 2: Vaccinations
Core vaccinations required: rabies (after microchip), distemper, parvovirus, hepatitis, leptospirosis for dogs. Cats need rabies and core cat vaccines. All vaccinations must be current at time of export.
Step 3: Rabies titre test
A rabies antibody blood test must be taken at an AFCD-approved or DAFF-recognised laboratory, showing at least 0.5 IU/ml. The blood sample must be drawn at least three months before the animal’s arrival in Australia. A recognised Singapore laboratory for this test is the Agri-Food and Veterinary Authority laboratory (now under SFA).
Step 4: Pre-export isolation
Pets must be isolated in an approved facility or under controlled conditions before export. Duration depends on the quarantine category. The Australian import permit specifies the isolation requirements for Singapore-origin pets.
Step 5: Australian import permit
An import permit from DAFF is required. Apply through the Biosecurity Import Conditions (BICON) database at agriculture.gov.au. Processing typically takes several weeks.
Step 6: Quarantine on arrival
10 days at the Australian Government quarantine facility in Mickleham (VIC) or Eastern Creek (NSW). Owners cannot visit during quarantine. Fees are charged to the owner and must be paid in advance.
Airlines serving this route
Singapore Airlines (SQ) and Qantas (QF) both carry pets as manifest cargo on this route. Both require IATA-compliant crates and advance booking. Singapore Airlines has a good live animal record on this corridor.
Using an agent
Given the complexity, an IPATA-accredited agent with Australian quarantine experience is strongly recommended. Agents manage the BICON permit, coordinate the quarantine booking, and arrange crate-to-facility handover.
