What is now required for ALL dogs entering the USA:

  • The dog must be at least 6 months old
  • The dog must appear healthy on arrival
  • Microchip: must be implanted before the rabies vaccination (if microchipped after vaccination, the vaccine is considered invalid)
  • CDC Dog Import Form receipt (completed free online at cdc.gov/importation before travel)

For dogs from the UK (a low-risk, rabies-free country):

That is it. No rabies vaccination certificate required by the CDC. No titre test. No quarantine. The dog can arrive at any US airport, seaport or land border crossing. You present the CDC form receipt at the border and your dog is cleared.

What stayed the same: The UK’s classification as a low-risk country did not change. UK dogs have never needed a titre test or quarantine for US entry, and that is still the case.

The new wrinkle to know about: dogs vaccinated in the UK with a US-issued rabies vaccine (uncommon but relevant for some returning expats) no longer accept USDA-endorsed export health certificates issued after 31 July 2025 for re-entry into the US. This is a niche scenario that mainly affects US military families or people who had a US vet issue a US-format certificate before leaving. Which UK to US cargo routes work in 2026?

All UK-to-US pet cargo goes by air. There is no approved sea route for pets between the UK and the USA.

From the UK, almost all cargo pet moves depart from Heathrow (LHR). Edinburgh (EDI) and Manchester (MAN) occasionally have options via connecting cargo programmes, but Heathrow is the default.

British Airways / IAG Cargo via PetAir UK

Important: United Airlines

United suspended its PetSafe cargo programme indefinitely. They do not currently accept cargo pets from the general public. Do not book your pet move expecting to use United cargo. In-cabin only on United, and transatlantic routes do not permit in-cabin pets.

Via European hubs: Lufthansa or KLM

If you are moving a cat or a small dog that fits in the cabin, you can fly in-cabin to Frankfurt (Lufthansa) or Amsterdam (KLM), then ship the pet as cargo on the transatlantic leg. This works well for cats and small dogs, since it avoids the cargo hold entirely on the European segment. It adds complexity (two separate bookings, different airlines, customs at the hub) but some owners prefer it for welfare reasons.

On submission, the form generates a QR code receipt. Save it as a PDF and bring a printed copy as well as a digital copy. CBP officers at US airports will scan it. Hawaii, California and the state-level traps

Hawaii is a completely different process.

Hawaii is the only US state with a mandatory quarantine programme for dogs and cats. It is also one of the few places in the world where cats face strict import requirements, not just dogs. Hawaii is rabies-free and intends to stay that way.

For dogs going to Hawaii, the HDOA (Hawaii Department of Agriculture) 5-Day-Or-Less programme allows direct release after 5 days if all documentation is in order: a specific microchip standard, two rabies vaccinations at the correct intervals, a current titre test showing 0.5 IU/ml or above, and the paperwork completed in advance. If any step is missed or the timing is off, the quarantine period extends to 120 days.

Start the Hawaii process at least 6 months before your travel date. It is the most document-intensive domestic US destination for pets, even for dogs from a low-risk country like the UK.

California

California has no state-specific pet import requirements beyond the federal rules. Some people assume California has stricter rules; it does not, for standard dogs and cats. The federal CDC process applies.

Other states

Most US states impose no requirements above the federal baseline for pets arriving from the UK. A handful have tick treatment requirements for dogs, usually in rural or forested states. Check the agriculture department website for your destination state if you are going anywhere other than the major cities.
