Pet Transport for Military Families: PCS Moves, Orders-Based Relocation, and Overseas Posts
Military families face some of the most demanding pet transport scenarios: PCS (Permanent Change of Station) timelines driven by orders rather than preference, OCONUS posts in countries with strict animal import requirements, and the need to navigate military installation pet policies alongside host-nation civilian rules.
The PCS Timeline Problem
Civilian pet transport can be planned months in advance. PCS orders often arrive with 6-8 weeks to report. For OCONUS assignments to countries with complex import requirements (South Korea, Germany, Japan, Italy, Spain), 6-8 weeks may barely be enough for standard documentation – and nothing like enough for Australia, Japan, or New Zealand.
If you have any chance of receiving OCONUS orders to quarantine-required destinations, start the documentation process as soon as you become eligible for a PCS – before orders arrive.
Documentation Under Time Pressure
For most OCONUS posts (Germany, UK, Italy, Spain, South Korea, Japan):
- Microchip and current vaccinations: these should be maintained at all times
- Health certificate: must be issued within 10 days of travel; the tight window is standard
- Government endorsement (USDA APHIS): in-person visit to APHIS VS office for same-day or next-day turnaround is essential for short-notice PCS
- Import permit where required: this is the element that cannot be rushed in countries that require advance permits
Military Installation Breed Restrictions
OCONUS military installations enforce their own pet policies, which override local civilian rules in many cases. Typical installation restrictions include:

Germany is one of the most common OCONUS assignments. AERS (Army Europe Regional Support) has specific pet registration requirements for pets on the installation. Germany itself has state-level breed restrictions. Check with your gaining unit’s Housing Office.
Japan (USFJ)
Japan has very strict national pet import requirements (titre test, waiting period, quarantine). USFJ installations follow Japanese national rules. For a PCS to Japan, the preparation timeline typically requires 6+ months. Request information from the gaining installation’s veterinary unit well before departure.
