Moving Pets to Oman: Import Permits, Breed Restrictions, and the 6-Month Residency Rule
Oman is home to a substantial expat community and welcomes pets with the right documentation. The process is more involved than EU entry but manageable with advance planning.
Import Permit Requirement
Before your pet travels to Oman, you need an import permit from MARA (Ministry of Agriculture, Fisheries and Water Resources). Apply through the MARA portal or via a licensed Omani agent. Allow at least 4 weeks for processing.
The permit specifies:
- Animal species and breed
- Country of origin
- Owner details (must match residency documentation)

Breed Restrictions
Oman maintains a list of banned dog breeds. The current list includes Pit Bull Terriers and related types, Rottweilers, and several other breeds classified as dangerous. Dobermanns may face restrictions depending on current regulations. Check the current MARA breed list directly before booking - it is subject to change.
The Residency Connection
Oman’s pet import rules are linked to the owner’s residency status. Pets are imported as personal effects of a resident, not as standalone imports. You must be able to demonstrate Omani residency (employment visa, residence permit) to import a pet. Tourist-only entry does not permit pet import.
Entry Points
Muscat International Airport (MCT) is the primary entry point. Animals are inspected by MARA vets on arrival. Cargo shipments require advance notification to the airport veterinary authority.
Climate Consideration
Oman is hot. Summer temperatures in Muscat regularly exceed 40°C. Most airlines will not transport live animals as cargo when ground temperatures are above 29°C. This effectively rules out summer cargo for most breeds. Plan travel for the October to March window.
