Moving to the Philippines with a Pet: BAI Requirements and What to Know
The Philippines is home to a large expatriate community, particularly in Manila and Cebu, and many residents keep dogs and cats. The import process is managed by the Bureau of Animal Industry (BAI), and while it has several steps, it is well-understood by specialist pet transport companies.
BAI Requirements for Pet Import
The Bureau of Animal Industry (BAI) under the Department of Agriculture regulates live animal imports. For dogs and cats entering the Philippines, the requirements include:
- A Veterinary Import Clearance (VIC) from the BAI (apply before travel, allow two to four weeks)
- A health certificate issued by an official government veterinarian in your country, within ten days of travel
- Rabies vaccination (current and valid on arrival)
- For dogs: leptospirosis vaccination in addition to core vaccines
- For cats: core vaccinations
- Microchip (ISO standard)
- A clean bill of health with no signs of infectious disease
The VIC is the critical document – no pet enters the Philippines without it. Apply at bai.da.gov.ph.
Quarantine Requirements
Pets arriving in the Philippines undergo an inspection by BAI officers at Ninoy Aquino International Airport (MNL) or other ports of entry. Animals with correct documentation and a clean health inspection are typically released without a prolonged quarantine.
Pets arriving without the VIC or with incomplete documentation face detention and may be refused entry.
Airlines for Philippines Routes
Philippine Airlines (PAL) and Cebu Pacific are the main carriers, but their international live animal policies are limited. For international pet cargo arriving in Manila, the most reliable carriers are:
- Qatar Airways via Doha – Qatar accepts live animals on many routes including Manila
- Cathay Pacific via Hong Kong – Cathay has strong cargo operations to Manila
- Singapore Airlines via Singapore – reliable live animal cargo programme
- Emirates via Dubai
Practical Notes
Manila is hot, humid, and tropical. Heat stress is a concern for all pets on arrival and during transport. Ensure your crate is well-ventilated and arrange for early-morning flights where possible to avoid peak daytime heat on the ground.
Veterinary facilities in Manila and Cebu are reasonable, with international-standard clinics in the business districts.
