Japan surprises many pet owners. It looks straightforward - vaccinations, a titre test, a health certificate - until you realise that the timing of those steps must be almost surgically precise, or your pet faces a 180-day quarantine instead of the standard 14 days.

The Two Quarantine Outcomes

Japan’s MAFF (Ministry of Agriculture, Forestry and Fisheries) uses a tiered system:

14 days: Pet meets all requirements in the correct order and timing. This is what you want.

180 days: Pet does not meet requirements, documentation is missing, or the titre test was not timed correctly. This is what you must avoid.

The Exact Sequence Required

Japan requires these steps in this exact order, with no exceptions:

  1. Microchip implanted (ISO 15-digit)
  2. Primary rabies vaccination (at least 91 days after microchip)
  3. Booster rabies vaccination (given before the titre test, if required)
  4. Titre test blood draw - minimum 30 days after the last vaccination
  5. Titre test result confirmed at a MAFF-approved laboratory: must be ≥0.5 IU/mL
  6. 180 days after the titre test result date - earliest permitted arrival in Japan
  7. Import inspection booked with MAFF quarantine station
  8. Health certificate issued no more than 10 days before departure

Wait - 180 Days from the Titre Test?

Yes. Unlike Australia (which measures 180 days from the titre test result), Japan measures 180 days from the date of the blood draw for the titre test - not from when you receive the result.

This is a critical distinction. Your vet draws blood on Day 0. The lab reports a satisfactory result on Day 14. Japan counts from Day 0. So by the time you get the result, you have already used 14 of your 180 days of waiting.

MAFF-Approved Laboratories

Only laboratories approved by MAFF can perform titre tests for Japan import. In the UK, APHA Weybridge is approved. In the US, the Kansas State University Veterinary Diagnostic Laboratory is a common choice. Always verify the current approved lab list on the MAFF website before drawing blood.

Arrival Inspection
