Japan is one of the strictest destinations in the world for pet imports, and for good reason: it is rabies-free and intends to stay that way. The process is not hard, but the timing is unforgiving. Get the sequence right and your pet will clear quarantine in 12 hours. Get anything out of order and the cost can be substantial.

Why Japan’s rules are so strict

Japan has been rabies-free since 1956. Every aspect of the import process is designed to prevent rabies being reintroduced through an imported animal. The Ministry of Agriculture, Forestry and Fisheries (MAFF) enforces these rules rigorously.

The 180-day waiting period after the titre test blood draw is the cornerstone of the system. During this time, MAFF is confident that any animal exposed to rabies before the blood draw would have shown signs by the time it arrives.

The correct sequence

This sequence cannot be altered. Every step must happen in the right order:

  1. Microchip implanted (ISO 15444)
  2. Two rabies vaccinations given after the microchip, with the correct interval between them (21 days minimum between first and second vaccination)
  3. Blood sample taken at least 30 days after the second vaccination
  4. Blood sent to a MAFF-approved laboratory for FAVN or ELISA titre test
  5. Titre test result of at least 0.5 IU/ml confirmed
  6. Wait at least 180 days from the blood draw date
  7. Submit pre-arrival notification to MAFF at least 40 days before the arrival date
  8. Arrive in Japan at an approved entry point with all documentation

If your pet’s vaccinations lapse and need to be restarted, the entire sequence resets from step 1.

Health certificate

An official health certificate endorsed by your national authority (USDA APHIS, APHA, CFIA, DAFF) is required. The certificate must reference the titre test results and confirm the microchip number. MAFF provides specific health certificate forms on its website.

Arriving in Japan

Tokyo (NRT Narita or HND Haneda), Osaka (KIX Kansai), and a small number of other airports are approved entry points. Not all airports can handle incoming animals, so check MAFF’s approved entry port list before booking flights.

On arrival, your pet will be inspected at the MAFF quarantine station. If the 180-day waiting period has been met and all documentation is in order, the minimum hold is 12 hours. You can visit your pet during this time at some facilities.

Costs

The MAFF quarantine facility charges a daily fee. For a 12-hour stay, costs are minimal. For longer stays due to paperwork issues or timing errors, costs escalate quickly. Budget for several hundred to several thousand USD if complications arise.
