Importing a Pet to Jamaica: Permits, Health Certificates and Quarantine Rules

Jamaica is a rabies-free island and the Jamaican authorities are vigilant about keeping it that way. Importing a cat or dog involves obtaining an import permit from the Veterinary Services Division (VSD) of the Ministry of Agriculture, Fisheries and Mining, then meeting a set of health certification and titre testing requirements that depend on where your pet is coming from.

The Import Permit

All dogs and cats require a Jamaican Import Permit before travel. The permit is issued by the Veterinary Services Division (VSD) and is valid for 30 days from the date of issue. Apply through the VSD’s online portal or by contacting them directly at least 6 to 8 weeks before travel.

The permit sets out the conditions that must be met, including required vaccinations, treatments and health certificate format. Do not arrange air freight or airline cabin booking until you have the permit in hand.

Requirements by Country of Origin

From the USA, Canada, UK and other approved low-risk countries:

  • ISO 15-digit microchip implanted before all vaccinations
  • Current rabies vaccination (within valid period)
  • Rabies antibody titre test (FAVN) at an approved OIE laboratory; result must be 0.5 IU/ml or higher; the test must be conducted at least 90 days before arrival in Jamaica
  • Internal and external parasite treatment within 5 days of travel
  • Health certificate signed by a licensed veterinarian and endorsed by the relevant government authority (USDA APHIS for USA pets, APHA for UK pets)
  • The health certificate must be issued within 10 days of arrival

From countries not on the approved list: More stringent requirements apply, potentially including extended quarantine. Contact the VSD for specific requirements.

Quarantine

Pets that meet all conditions and arrive with complete documentation do not typically undergo quarantine in Jamaica. They are inspected by a VSD veterinary officer at Norman Manley International Airport (KIN) or Sangster International Airport (MBJ).

If documentation is incomplete or the officer has concerns, your pet may be sent to the VSD quarantine station. Costs for holding and release are charged to the owner.

Restricted Breeds

Jamaica restricts the import of certain breeds considered dangerous under the Dogs (Liability for Attacks) Act. These include pit bull terriers and their crosses. If you are bringing a breed that could be classed as a pit bull type, contact the VSD in writing before making any bookings.

Brachycephalic breeds are not specifically restricted by Jamaican law, but airlines operating to Kingston or Montego Bay may refuse to carry them in the hold during warm months. Check airline policies carefully if you are travelling with a pug, French bulldog or English bulldog.

Choosing Your Entry Point

Most international flights arrive at Norman Manley International Airport (KIN, Kingston) or Sangster International Airport (MBJ, Montego Bay). Both airports have VSD veterinary officers available on arrival for document checks.

Notes on Documentation

One of the most common hold-ups is the health certificate not being endorsed by the correct government authority. For USA-origin pets, the certificate must bear the USDA APHIS stamp and signature. For UK pets, the APHA endorsement is required. A vet’s signature alone is not sufficient.

Book the government endorsement appointment well in advance – USDA APHIS accredited vet appointments fill quickly in popular months, and next-day endorsements are not always available.
