Exporting a Pet from Singapore: The 2026 AVS Process Done Properly

Singapore handles pet departures through NParks’ Animal and Veterinary Service (AVS), and the process is more structured than in most countries. The paperwork is specific and sequential, but it is manageable if you start at the right time. The detail that catches most owners off guard is that the preparation required depends almost entirely on where you are going. A move to the UK involves a different set of steps from a move to Australia, and the timelines differ by months.

This guide covers the full AVS export process, the health certificate options, the cases where a FAVN blood titre test is needed, how Changi handles cargo, and what to expect for each major destination.

Who issues a Singapore pet export health certificate?

A licensed private veterinarian in Singapore issues the export health certificate after conducting a physical examination of your pet. The vet confirms the animal’s identity by microchip, reviews vaccination records, and certifies the animal’s current health status.

NParks AVS then endorses the certificate. There are two endorsement options, both applied for through the GoBusiness Licensing Portal.

Option A: Endorsement of the importing country’s health certificate template. If the destination requires its own government-approved template (the UK, Australia, and the US each do), your vet completes that template. You then submit the original signed certificate and vaccination records to the AVS drop-off box at Singapore Botanic Gardens. AVS endorses it within 2 working days. This is the most common route for moves to the UK, the US, and Australia.

Option B: QR verifiable health certificate. AVS issues a digital certificate from its own system, with a QR code that receiving authorities can scan to verify. This suits destinations that accept a standard endorsed certificate rather than a specific national template. It is valid for 7 days from the date of issue.

Whichever option you use, the certificate must still be current when your pet arrives at the destination. Most health certificates have a 10-day validity window from the date of issue, so coordinate the vet appointment with your travel date carefully. Option A, with the 2-working-day endorsement turnaround, needs the vet visit to happen about 4 to 5 days before departure at the latest. Book accordingly.

Any licensed Singapore vet can carry out the physical examination and complete the certificate. AVS handles the government endorsement on top. If your regular vet is not familiar with the specific destination’s template, ask them to contact AVS directly, or find a clinic that handles international pet moves on a regular basis.

What’s the AVS licence and do you need one to export?

You need two separate documents from AVS: your pet’s existing Singapore dog licence, and a dedicated export licence for the departure itself.

Dog Licence (PALS). All dogs in Singapore must be licensed under the Animals and Birds Act through NParks’ PALS system (Pet Animal Licensing System). This licence covers the dog as a resident animal. When you export your dog, you must cancel this licence in PALS after the export is complete. AVS tracks this cancellation, and leaving it active after you and your pet have departed creates administrative issues for any future contact with Singapore authorities.

AVS Export Licence. This is a separate licence applied for through the GoBusiness Licensing Portal. It confirms that AVS has approved the export of the specific animal at the stated time. Apply within 90 days of departure as the licence is valid for 90 days from issue.

Fees:

  • Standard processing (2 working days): S$50
  • Express processing (1 working day): S$100

Apply the standard version with enough lead time rather than defaulting to express. The standard service is reliable. Express is there as a fallback if your timeline has compressed for some reason.

Cats in Singapore do not fall under the same Dog Licence system, but they still require the AVS Export Licence before departure. The application process on GoBusiness is the same.

When is a FAVN titre test required, and how long does it take?

The FAVN (Fluorescent Antibody Virus Neutralisation) titre test measures the level of rabies antibodies in your pet’s blood. It is not a Singapore export requirement. Singapore is a rabies-free country, and NParks does not mandate a titre test to leave. The test is required by certain destination countries as part of their own import rules.

The destination that most consistently triggers the titre test for people leaving Singapore is Australia.

Australia’s DAFF classifies Singapore as a Group 3 country. Pets from Group 3 countries must meet the following before travel:

  1. ISO-compatible microchip implanted before rabies vaccination
  2. Current rabies vaccination administered after microchipping
  3. RNATT (FAVN) blood titre test at a DAFF-approved laboratory, with a result of at least 0.5 IU/ml
  4. Blood draw must occur at least 30 days after the most recent rabies vaccination
  5. 90-day wait from the date of the blood draw before travel is permitted
  6. DAFF import permit
  7. 10 days post-arrival quarantine at Mickleham Post-Entry Quarantine Facility, Melbourne

The 90-day wait is the factor that governs the whole schedule. It cannot be shortened. The RNATT blood draw in Singapore must be done at a clinic authorised to submit samples to a DAFF-approved overseas laboratory. AVS and DAFF both publish the list of accepted laboratories. For most Singapore residents, this means sending the blood sample to a reference laboratory in the US, UK, or Europe.

For the UK, the US, and the EU, no titre test is required for pets from Singapore. The UK classifies Singapore as a listed country for non-commercial pet entry. A microchip, a rabies vaccination given at least 21 days before travel, and an AHC (Animal Health Certificate) in the UK template endorsed by AVS cover the requirements. Dogs entering Great Britain also need tapeworm treatment administered by a vet 24 to 120 hours before arrival.

The US classifies Singapore as a low-risk, rabies-free country under CDC dog import rules. For dogs, a CDC Dog Import Form receipt and a health certificate endorsed by the official Singapore authority are the requirements. No titre test and no waiting period.

For EU member states, Singapore is a listed third country under EU Regulation 576/2013. Microchip, valid rabies vaccination (at least 21 days before travel), and an EU Animal Health Certificate endorsed by AVS cover the entry requirements. No titre test is needed.

How does Changi cargo handle pets in 2026?

All pets on long-haul international routes travel as manifested cargo from Changi, not in the cabin or as checked baggage. Singapore Airlines permits small pets in the cabin on some short-haul regional routes within Southeast Asia, but this does not extend to intercontinental flights.

Two ground handlers manage live animal cargo at Changi:

  • SATS Gateway Pte Ltd (Terminal 5 cargo area): primary handler for Singapore Airlines and several other carriers
  • DNATA Singapore (Outbound Terminal): handler for a range of European and Middle Eastern carriers including Lufthansa and Emirates

Your airline will specify which handler to use and where to deliver your pet on departure day. Delivery goes to the cargo terminal, not the passenger terminal. Plan to arrive at cargo two to three hours before the scheduled departure to allow time for check-in, documentation review, and handover to the ground handler.

If the destination country requires a pre-export inspection, this is conducted at the Changi Animal and Plant Quarantine Station (CAPQ). Inspection appointments must be booked through NParks eServices at least 5 working days in advance. The fee at CAPQ is S$133 per hour. For most standard moves to the UK, EU, and US, a formal CAPQ pre-export inspection is not mandated, but always confirm the destination country’s specific rules when you begin planning.

Singapore to UK, EU, US, Australia: what changes per destination?

Singapore to United Kingdom

Minimum preparation time: 6 to 8 weeks.

  1. ISO microchip (implanted before vaccination)
  2. Rabies vaccination given at least 21 days before travel
  3. Dogs: tapeworm treatment (Praziquantel) administered by a vet 24 to 120 hours before arrival in Great Britain
  4. AHC on the UK template, issued by a licensed Singapore vet within 10 days of departure, endorsed by AVS (Option A process, 2 working days)
  5. AVS Export Licence

No titre test and no quarantine. Singapore Airlines operates direct flights SIN to LHR. British Airways (operated via IAG Cargo) also connects Changi to Heathrow. Pets arrive into Heathrow Animal Reception Centre (HARC) as manifested cargo and are released once APHA document checks are completed.

Singapore to EU

Minimum preparation time: 6 to 8 weeks.

  3. EU Animal Health Certificate on the destination country’s accepted format, issued by a licensed Singapore vet and endorsed by AVS (Option A)
  4. AVS Export Licence

No titre test and no quarantine. EU member state entry for pets from Singapore follows standard listed third country rules under EU Regulation 576/2013. KLM Cargo from Changi to Amsterdam (AMS) is a well-established route for Singapore to EU pet cargo, with onward connections to other European cities.

Singapore to United States

Minimum preparation time: 4 to 6 weeks.

  3. CDC Dog Import Form receipt (completed online at the CDC dog importation portal before departure; the receipt is generated immediately on submission)
  4. APHIS-endorsed health certificate on the US-accepted format, endorsed by the official Singapore authority via the AVS Option A process
  5. AVS Export Licence

No titre test and no waiting period for dogs from Singapore. Cats have no federal health certificate requirement for US entry, though your airline’s cargo requirements may differ.

If your US destination is Hawaii, note that the Hawaii Department of Agriculture (HDOA) operates a separate 5-day-or-less programme with specific documentation and pre-arrival steps. Confirm the HDOA requirements and book the programme well before travel.

This is the most demanding destination for Singapore pet owners. Mickleham quarantine fees (as of 2026) typically run AUD 1,000 to AUD 2,000 per animal for the 10-day stay. Most pets enter Melbourne (MEL) rather than other Australian cities because Mickleham is the designated quarantine facility for international arrivals.

Costs vary by destination, the animal’s size, and whether you use a specialist agent.

AVS Export Licence: S$50 to S$100.

Vet examination and health certificate preparation: S$150 to S$400, depending on the clinic and the complexity of the destination’s required template.

AVS endorsement fee: Modest application fee via GoBusiness (part of the standard process).

Pre-export CAPQ inspection (where required): S$133 per hour.

IATA-compliant travel crate: S$250 to S$550 for a medium dog, depending on size and crate brand. Confirm the crate meets current IATA specifications for your airline before purchasing.

Airline cargo fees: The main cost variable. Charges are based on total shipment weight (animal plus crate), so the airline needs those figures to quote precisely.

For UK, EU, and US moves, the process is manageable without an agent if you start early and are organised. For Australia, the complexity and the cost of errors make professional management worth the investment.
