Pet Transport from Australia to Singapore: AVS Rules and the Preparation Process
Singapore and Australia have strong people-to-people links and the Australia-Singapore pet transport route is well-trodden, but the process is demanding. Singapore’s biosecurity requirements are among the strictest in Asia.
Singapore’s category system
Australia is on Singapore’s Category C list (low but non-zero rabies risk). Category C requirements:
- ISO microchip
- At least 2 rabies vaccinations
- Rabies antibody titre test (FAVN, minimum 0.5 IU/ml) at an approved lab
- At least 30 days between the most recent rabies vaccination and the titre test blood draw
- Minimum 3-month wait after the titre test before the pet can enter Singapore
Total preparation time: at least 4 months from the first vet appointment.
Breed restrictions
Singapore only permits approved breeds. The NParks/AVS approved breed list is available on the Singapore government website. Several large, powerful, or fighting-type breeds are not permitted. Check your breed first - if it is not on the approved list, the move to Singapore is not possible under personal import rules.
Import licence
Apply for an AVS import licence before transporting the pet. The licence is obtained through the NParks portal and specifies the travel window. Give yourself enough lead time for approval.
10-day quarantine
All arriving pets undergo 10 days at an AVS-approved quarantine facility. Pre-book before the pet departs. You can visit during the quarantine period.
Health certificate
The Australian DAFF-endorsed health certificate is required. Singapore specifies the declarations needed - confirm the format with the AVS importation team or through an Australia-Singapore specialist IPATA agent.
Direct flights
Singapore Airlines and Qantas operate direct flights between Australian cities and Singapore. Direct is preferable to routing with connections - fewer handling events and less time in transit.
Climate consideration
Singapore is equatorial - hot and humid year-round. There are no seasonal cargo embargoes specifically for Singapore-origin routes from Australia, but summer embargoes may apply for Australian domestic origin airports feeding into international routes in December-February.
